Just keep a little perspective: We need about 180,000 each month simply to keep up with net population entries into the workforce.  Also, with any percentage there is a numerator and denominator.  The numerator represents those looking for work who have not been kicked off of unemployment or who have not given up looking for work.  The lower this "participation rate" to the total population, the less folks being counted as unemployed.  Hence a low or lower unemployment rate means either (i) net jobs are being created, (ii) folks are giving up looking for work or (iii) a combination of the two.
