The (relevant) question I was putting forward is on of integrity: are Super-Pacs a "threat to democracy" or not?
For me, I think all these attempts to "take money out" of politics is quixotic and threatens First Amendment rights. The tinkering that occurs is nothing but a constant political fight devoid of principles. Liberals and Conservatives would disagree with me if they were to benefit. Mine is a libertarian perspective (vs. fascist -we're doing it for the people- way).
My guess it would be best to simply scrap all of these laws, let people donate as they want (they're finding ways anyway), save the money from the cost of bad enforcement. I suppose you could make all contributions public (although it may be another interesting question if forced transparency of donations also infringes on free speech... anonymous people, companies and organizations engage in "speech" all the time.
